With the command, you
can make the bottom layer in the stack become the active layer for
the image. It is then highlighted in the
Layers dialog. If the bottom layer of the stack is already the active
layer, this menu entry is insensitive and grayed out.

Activate the Command

You can access this command from the image menubar through

by using the keyboard shortcut End,

or simply by clicking on the name of the layer in the Layers
dialog.
