How to tell: When the opacity of a layer is 0, you cannot see anything you draw on it. Look at the Opacity slider at the top of the Layers Dialog and check the value next to it. If it is 0 or another very low value, that is your problem.

How to fix: Move or click on the slider to change it to the desired value.
